The Change Password command is available from the Database menu, but only if you connected to a server; it is not available if you opened a file locally.

This command is invoked automatically if the user's password was set or reset in the database Properties window. The password shown in the database Properties window is temporary; once the user sets the final password, the temporary password is cleared from that view.
